ENGLISH That the book was not published sooner is because I could not foresee more than others how terribly long the war would last; and I should have preferred to wait till the end in order to insert several reports which I know are being kept in the occupied part, in order to acquaint the whole world with the full truth about the behaviour of the Germans. As long as the Germans keep the upper hand in Belgium, such a publication cannot take place without danger to several persons. The duplicate system has gradually made its way in locomotive engineering, and will no doubt extend to the whole of [150] railway equipment, as constants for dimensions are proved and agreed upon.

For compasses, the lead points should be cylindrical, and fit into a metal sheath without paper packing or other contrivance to hold them; and if a draughtsman has instruments not arranged in this manner, he should have them changed at once, both for convenience and economy.3. The course or direction of transmission, whether in straight lines or at angles.Shaping machines as machine tools occupy a middle place between planing and slotting machines; their movements correspond more to those of slotting machines, while the operation of the tools is the same as in planing. Some of the advantages of shaping over planing machines for certain kinds of work are, because of the greater facilities afforded for presenting and holding small pieces, or those of irregular shape; the supports or tables having both vertical and horizontal faces to which pieces may be fastened, and the convenience of the mechanism for adjusting and feeding tools.

In respect to lathe manipulation, which is perhaps the most difficult to learn of all shop operations, the following hints are given, which may prove of service to a learner: At the beginning the form of tools should be carefully studied; this is one of the great points in lathe work; the greatest distinction between a thorough and indifferent latheman is that one knows the proper form and temper of tools and the other does not. The adjustment and presenting of tools is soon learned by experience, but the proper form of tools is a matter of greater difficulty. One of the first things to study is the shape of cutting edges, both as to clearance below the edge of the tool, and the angle of the edge, with reference to both turning and boring, because the latter is different from turning. The angle of lathe tools is clearly suggested by diagrams, and there is no better first lesson in drawing than to construct diagrams of cutting angles for plane and cylindrical surfaces. The streets offered the same aspect as those at Vis. From each house floated the pitiful little white flag; the people sat together on their "stoeps," for they did not venture out in the streets. Everywhere I was again saluted in the same cringingly polite manner, and eyed with suspicion.(1.) What is the difference between boring and drilling?(2.) Why will drills endure more severe use than other tools?(3.) Why is hand feeding best suited for drills?(4.) What is the difference between boring with a bar supported on centres and one fed through journal bearings?

They told me how they had to drag an old woman out of her house, who refused to come with79 them, and in her despair shouted nothing but: "Let me die!let me die!"

It is not proposed at this time to treat of the construction of machinery for transmitting power, but to examine into the conditions that should determine which of the several plans of transmitting is best in certain caseswhether belts, gearing, or shafts should be employed, and to note the principles upon which they operate. Existing examples do not furnish data as to the advantages of the different plans for transmitting power, because a given duty may be successfully performed by belts, gearing, or shaftseven by water, air, or steamand the comparative advantages of different means of transmission is not always an easy matter to determine.ALONG THE MEUSE TO HUY, ANDENNE, AND NAMURAt Blauwput, near Louvain, where, according to the Germans, there had been also shooting, many houses were set on fire and the men placed in a row. It was then announced that by way of punishment every fifth man would be shot. When the Germans counted as tenth the father of a large family, that man fainted, and they simply killed number eleven, a Capuchin.

One pair each of three and one-half inch and five inch compasses, two ruling pens, two pairs of spring dividers, one for pens and one for pencils, a triangular boxwood scale, a common rule, and a hard pencil, are the essential instruments for machine-drawing. At the beginning, when "scratching out" will probably form an item in the work, it is best to use Whatman's paper, or the best roll paper, which, of the best manufacture, is quite as good as any other for drawings that are not water-shaded."The powerful German army, victorious in our district, has promised to respect our land and private possessions."Are they genuine?"

The term planing should properly be applied only to machines that produce planes or flat surfaces, but the technical use of the term includes all cutting performed in right lines, or by what may be called a straight movement of tools.

"Every attack on German troops by others than the military in uniform not only exposes those who may be guilty to be shot summarily, but will also bring terrible consequences on leading citizens of Lige now detained in the citadel as hostages by the Commander of the German troops. These hostages are:The work to be performed consists in cutting away the metal between the teeth of a rack, leaving a perfect outline for the teeth; and as the shape of teeth cannot well be obtained by an adjustment of tools, it must be accomplished by the shape of the tools. The shape of the tools must, therefore, be constantly maintained, [155] and as the cross section of the displaced metal is not too great, it may be assumed that the shape of the tools should be a profile of the whole space between two teeth, and such a space be cut away at one setting or one operation. By the application of certain rules laid down in a former place in reference to cutting various kinds of material, reciprocating or planing tools may be chosen instead of rotary or milling tools.
